Blackouts with a new cable and lower refresh
When a certified cable and a lower refresh rate have not helped, watch what the monitor does during a blackout. A screen that goes black but stays lit has lost the signal; a screen whose backlight switches off has lost power or dropped into standby, pointing at the monitor's supply or a tired power strip.
Swap the monitor onto a laptop for an afternoon; if it blacks out there too, it is the monitor. If it behaves, bring the mini and the cable to the bench and we run it on our own display at your refresh rate, with any KVM switch, splitter or long HDMI run removed.
Intermittent, and usually not the Mac

An intermittent blackout on a Mac mini M4 is most often a signal integrity problem. Cheaper HDMI leads struggle to carry 4K at 60 Hz over longer runs, and the dropout looks exactly like a computer fault from where you are sitting.
Because the symptom comes and goes, changing one variable at a time is the only reliable method. A known-good cable, then the refresh rate, then the display itself, in that order.

Display blacking out every few minutes? It's almost never the Mac itself.
Random black screens on a Mac mini M4 are usually caused by the display or cable, not the Mac. Diagnostic order. 1) Cable: replace the USB-C / HDMI cable with a known-good one. Cheap HDMI 2.0 cables can't reliably carry 4K@60Hz over 2m+. Try a different cable first. 2) Refresh rate: open System Settings → Displays → drop the refresh rate by one step (120 to 60 Hz, or 60 to 50).
Many monitors handshake correctly initially but lose sync over time at the highest rate. 3) Display sleep: System Settings → Displays → Advanced → check "Display sleep when Mac is on" - if set too short, you may be seeing display sleep, not a fault. 4) Monitor input auto-detect: turn the monitor's HDMI/DP auto-input off in its OSD; force the correct input source. 5) HDR / Dolby Vision: turn off on macOS side if the monitor doesn't fully support it. 6) macOS update - install latest version.

From the bench: what we see with this one
Most Mac mini M4 blackout jobs leave the Media City bench with a new cable and nothing else. The ten-metre HDMI leads that get run under office floors in Bur Dubai are the worst offenders; they were bought for 1080p years ago and cannot hold 4K at 60 Hz, so the picture drops every few minutes and comes back when the link renegotiates. A certified Ultra High Speed HDMI cable or an active cable fixes it, and a short cable fixes it for less.
The second cause is the KVM switch on a shared desk. Cheap switches do not pass the monitor's identification data cleanly, so the Mac loses the display every time the switch polls the other input. If the blackout coincides with a colleague's PC waking up, that is your answer.
