If the dock still misbehaves
A genuine Thunderbolt 4 dock that drops a display or a drive on the Mac mini M4 is usually fighting the cable, the port order or its own firmware. Try the dock on the Thunderbolt port nearest the power socket, use the cable that shipped with the dock, and check for a dock firmware update.
If one monitor wakes and the other stays black, the second display is often being driven through a DisplayPort daisy chain the dock cannot route on Apple silicon. Bring the Mac mini, dock and cables to either workshop and we set the chain up on the bench.
Ports the Mac mini does not have
A dock adds the connections Thunderbolt alone will not cover.
The Mac mini M4 has Thunderbolt 4 ports and little else that a mixed desk needs. Card readers, USB-A peripherals, audio input and a second display route are the usual gaps, and a dock consolidates them into one cable instead of a drawer full of adapters.
Because the Mac mini runs on mains power, charging passthrough is wasted on it. That changes the moment a MacBook shares the same desk, in which case a dock that can power a laptop starts to earn its place.
Thunderbolt 4 has the throughput; port variety is what runs short.
Charging output only matters if a MacBook shares the dock.

Add the ports Apple left out - here are the docks that pair cleanly with the Mac mini M4.
The Mac mini M4 has three Thunderbolt 4 ports, but most setups need more - extra SD card, USB-A, audio in, and second display routing. Top docks tested at our Dubai workshop: 1) CalDigit TS4 - 18 ports, dual 6K display support, 98 W charging passthrough (overkill for Mac mini which doesn't need power but ideal if a MacBook is also docked), retail around AED 1,500. 2) OWC Thunderbolt Hub (4-port) - minimal, reliable, AED 650. 3) Anker 778 Apex - slimmer, 12 ports including 10 Gbps USB-A, AED 1,100. Avoid generic Amazon USB-C hubs marked "Thunderbolt-compatible" - they typically max at USB 3.2 Gen 2 (10 Gbps) and won't pass dual-display signal.

From the bench: what we see with this one
The Mac mini M4 sits on a desk under a monitor in most offices we support, and the dock problems we get called for are rarely the dock itself. Office dust in Dubai settles into the open Thunderbolt ports on the back of the mini and causes intermittent disconnects that look like a faulty hub. A blast of air sorts that. The second common one is a long cheap USB-C cable bought to reach a monitor arm. Passive Thunderbolt cables beyond 0.8 m need to be active to carry 40 Gbps, and a passive 2 m cable negotiates down to USB speeds, so the dock works but the 6K display or the NVMe enclosure does not.
We keep a short rated cable on the bench purely to prove this to customers before anything else is touched. Some docks also need their own power brick connected before the Mac boots, or the mini never enumerates them.
