If that did not fix it
Monitor still blank with a good cable
Plug the monitor into the mini's HDMI port with any decent HDMI cable. If that works, the Mac's display output is alive and the fault is in the USB-C path: the monitor's USB-C input has DisplayPort Alt Mode switched off in its on-screen menu, or the cable or port is at fault.
Check the port, too. The two front USB-C ports on the Mac mini M4 are USB 3 data ports and carry no video; displays go into the rear Thunderbolt ports or HDMI. If HDMI works and none of the rear ports will drive any display, bring the mini to the bench with your cable.
Most often the cable
A USB-C port that carries power does not always carry video.
The Mac mini M4 drives multiple external displays, but only over cables and hubs rated to do it. Many leads sold as USB-C are charge-only and carry no video at all, which produces exactly the same symptom as a broken port.
Hubs add a second variable. An unpowered or non-Thunderbolt hub can enumerate the display and still fail to pass a stable video signal, so testing the monitor directly on the Mac is the fastest way to separate cable from machine.

USB-C monitor not showing up on Mac mini M4? Most cases come down to cable, hub, or a refresh-rate mismatch.
Mac mini M4 supports up to three external displays - but only with the right cables and ports. First, confirm the cable is rated Thunderbolt 4 or USB4 (40 Gbps) - many "USB-C" cables are USB 2.0 charge-only and won't carry video. If you're using a hub, ensure it's a powered Thunderbolt 4 hub, not a generic USB-C dongle. Try plugging the monitor directly into the Mac mini first to rule out the hub. In macOS, open System Settings → Displays and press "Detect Displays" while holding Option.
If the monitor still doesn't appear, reset the SMC and NVRAM (Apple silicon resets automatically on restart), then check that the monitor is set to DisplayPort 1.4 or HDMI 2.1 mode, not legacy. Bad cable is the cause 70% of the time. Bring it in - we test cables and ports on the spot.
From the bench: what we see with this one
Most of the Mac mini M4 display jobs that reach the Media City bench are finished in the first ten minutes with our own cable and our own monitor. The failures we do find are port damage from cheap USB-C cables that were never meant to carry video, and once a port has been forced it tends to take the neighbouring one with it. If a cable feels loose in the port or needs wiggling, stop using it.
The other repeat offender is the monitor side. Office monitors in Bur Dubai are frequently budget 4K panels whose USB-C input delivers power and data but no DisplayPort unless a menu option is turned on, and that option is buried three levels down in the on-screen menu. Read the monitor's manual for the USB-C input before buying another cable.
