Without device management, every policy is a visit: someone walks to the desk, or talks a user through a settings menu on the phone. It works at ten staff and quietly stops working somewhere around thirty, at which point configuration drifts and nobody can say which machines are actually compliant.

Intune replaces that with enrolment, policy and conditional access applied centrally. The risk is the rollout itself - compliance policies applied too broadly will lock people out of their own machines on a Monday morning - which is why it goes out in stages and why you get the policy documented at handover.
