The two usual causes are insufficient free storage and an unsupported device. iOS needs several gigabytes of working space beyond the download itself. If the device is too old for the current release, updating to the last supported version still delivers security patches.
Only while Apple is still signing that version, which typically lasts a few weeks after a new release. Once signing stops there is no supported route back. Back up before any downgrade attempt, because the process erases the device.
