Fixed lines that never move usually mean a failed display panel. Lines that flicker or change when the case is moved point to the display cable or its connector, which is a far smaller repair. We test which one it is before quoting anything.
An account password can be reset through recovery mode or the linked Apple ID. A firmware password or Activation Lock is different, and by design can only be cleared with proof of ownership. Bring the original purchase documentation if the machine is locked at boot.
