Plenty of Dubai IT companies list Abu Dhabi on their coverage map and quote the same response times for both. That is worth interrogating, because the geography does not change to suit a proposal. Here is what genuinely differs and what does not.

If a Dubai provider offers you a four-hour on-site response in Abu Dhabi, ask how. Ninety minutes of that is driving, before anyone diagnoses anything, and that assumes no traffic and an engineer who is free at the moment you call. A promise that only holds on a good day is not a service level, it is marketing.
What to listen for
A provider who tells you honestly that they cannot hold a one-hour on-site SLA is giving you more useful information than one who promises it and misses.

How far is Abu Dhabi from Dubai?
Roughly 140 km, which is about 90 minutes by road on the E11 in normal traffic. That is the number any on-site response commitment has to be built around, and it is why a same-hour on-site promise from Dubai is not credible.
