For a Mac-only external backup drive on a Mac mini M4, format as APFS (Encrypted). APFS is the modern macOS file system - snapshot-based, native Time Machine support since macOS Big Sur, and copy-on-write data integrity. Open Disk Utility → select the drive → Erase → Format APFS → Scheme GUID Partition Map. Choose "APFS (Encrypted)" to encrypt at the file-system layer (FileVault-equivalent for the external). If the drive will also be used on Windows, format as exFAT - it loses Time Machine support and copy-on-write but reads and writes natively on both.
Do NOT use HFS+ unless you need to share with macOS pre-Big Sur - APFS is faster on SSDs and has fewer bugs. FAT32 is obsolete (4 GB max file size).
